What the results tell us for Palerang Council

  • One hundred and fifty eight places in the Palerang Council area were listed on various heritage registers at the end of the reporting period, the majority of them of cultural or historic significance.
  • No new items were added to or removed from the Register of the National Estate within the Palerang area, however a small shed was demolished on the site of Nomchongs General Store (former), Wallace Street, Braidwood, with approval from the NSW Heritage Office.
  • There were no known changes to the State Heritage Register during the reporting period.
  • The number of places on the s.170 list has increased from two to three records during the reporting period due to one site being mistakenly removed in the 2008 report.
  • Palerang Council area has 127 sites listed as heritage items on Local Environmental Plans (LEPs). This includes the shops and residences at 44-46 Wallace Street Braidwood, which is believed to include a small shed approved for demolition by the NSW Heritage Office.
  • No information was available regarding changes to the National Trust listings at the time of writing, so it is assumed that there has been no change.

There are 13 items in Palerang Council area listed on the NSW Heritage Register. The extra listing since 2004 is for the township of Braidwood. Places listed on the NSW Section 170 Register

The number of places on the s.170 list has increased from two to three records during the reporting period due to one site being mistakenly removed in the 2008 report. The Williamsdale platform and shed archaeological remains have been added to the list below.

The three places in Palerang Shire listed under S.170 of the NSW Heritage Act are:

The new Palerang LEP is still being developed, so this list was determined from the subset of lists contained in the six current LEPs that cover areas that now partly or wholly comprise the Palerang Council area. It is noted that one site, Shops and Residences, 72-74 Wallace Street, Braidwood, was duplicated in the 2008 report giving a total of 128 sites. This error has been corrected and the 127 sites on the existing Palerang Council Local Environmental Plan listed:

The only known change to a locally listed heritage item during 2008-09 is the removal of a shed from 50 Wallace Street, the site of Nomchongs store (former) as listed on the Register of the National Estate. This site is believed to be part of the original local listing for 44-46 Wallace Street as number 44 no longer exists under the current addressing and the listing should probably be updated to 44-50 Wallace Street. The demolition was approved by Council and the State Heritage Office.

There are no listed Aboriginal Cultural Heritage sites in the Palerang Council area.

Current condition of heritage places

No recent information was available on the condition of heritage places in Palerang Council area, apart from the removal of a shed from the Braidwood property known as Nomchongs store as discussed above. Although each place listed in the Register of the National Estate (RNE) typically contains a description and condition statement, the latter usually relates to the date of listing or earlier, and thus for most RNE-listed places in the council area is not relevant to the current reporting period.

Resources for heritage identification and management

A management plan is reported to be in place for the London Bridge Homestead Group; it was prepared in 1984. No other management information was available for listed heritage places in the Council area.

During the past four years, community consultation has occurred through public meetings, community forums, information days and visits to community association meetings to develop and explain Council decisions. This consultation proved valuable in dealing with heritage matters associated with the complex issues of major subdivisions in Braidwood and Bungendore.

Council’s Heritage Conservation program works on the identification, protection and promotion of Palerang’s Aboriginal, European and natural heritage. Key activities for this function were:

  • identification of heritage items for inclusion in the Palerang LEP
  • provision of advice to the community through the Palerang Heritage Advisory Service
  • ensuring that heritage values are acknowledged and protected throughout the Council area
  • regularly reviewing heritage lists for relevance and accuracy.

A key focus for Council has been:

  • preparation of a community-based heritage study for the western part of Palerang; comprising the thematic history completed in January 2008 and the heritage inventory completed in April 2009;
  • provision of ongoing assistance to the Palerang Heritage Advisory Committee;and
  • coordination of Heritage Week.
