What the results tell us for Eurobodalla

During the reporting period Council has been particularly active within the area of Indigenous heritage through the development and implementation of the multi-phase Eurobodalla Aboriginal Cultural Heritage Study, as well as a number of other innovative projects.

Changes to the listed heritage estate for Eurobodalla Shire Council area over the past four years show that:

  • One place has been added to the Commonwealth Heritage List (Montague Island Lighthouse);
  • No places have been added to the Register of the National Estate;
  • No places have been added to the New South Wales (NSW) Heritage register;
  • Two places have been removed from the Section 170 heritage list of NSW Government departments and agencies (Montague Island Lighthouse and the Narooma Bridge);
  • 104 places have been added to the Eurobodalla Local Environment Plan; and
  • 16 new places are proposed to be listed in the draft Eurobodalla Local Environment Plan 2009.

There are 41 places in the Eurobodalla Shire Council area listed on Australian Government heritage lists. 40 places are entered in the Register of the National Estate and one is on the Commonwealth Heritage List and is protected under the Environment Protection and Biodiversity Act 1999.

Heritage management in the Eurobodalla

Council works with a specialist Heritage Advisor to ensure that heritage places and items are managed appropriately. Owners of heritage items in Eurobodalla are entitled to free advice from Council’s Heritage Advisor and are also entitled to apply for funding to support the conservation of their item.

Council is aiming to retain the characteristics of its coastal villages, including their heritage values. To this end, Structure Plans for Moruya and Greater Batemans Bay were adopted in 2007, and include consideration of heritage buildings. Special character areas were identified in these towns for special treatment in terms of building design, materials and fabric and local style guides prepared.

No information was available on the overall condition of heritage sites during the reporting period and little information on condition prior to the reporting period either. The condition of many sites has not been updated since they were listed on the Register of the National Estate.

In 2009-11 Council will begin a Community-based Heritage Study to establish the status of listed items, investigate items proposed for listing and update the Thematic History of the Shire.

Indigenous heritage in the Eurobodalla

Council supports the operations of the Eurobodalla Aboriginal Advisory Committee. This committee has been operating for over six years and is made up of representatives from six Local Aboriginal Land Councils, Aboriginal Elders, Southern Rivers Catchment Management Authority (SRCMA), Department of Environment and Climate Change (DECC) and Eurobodalla Shire Council (ESC).

Council has an Aboriginal Heritage Officer to foster communication between Council and the Aboriginal community, assist the economic development of the Aboriginal community and to assist with Aboriginal cultural heritage, projects and site assessments.

Eurobodalla Aboriginal Heritage Cultural Study

Council, with the support of the Eurobodalla Aboriginal Advisory Committee, has completed the Eurobodalla Aboriginal Cultural Heritage Study, a four stage project aimed at developing a better understanding of the Aboriginal cultural heritage in the Shire through historical research and collection of oral history from Aboriginal people with connections to the Eurobodalla region. The study has recorded a wide range of heritage values of traditional, historic and contemporary importance to Aboriginal communities.

Investigate and recommend ways that the traditional and contemporary Aboriginal heritage values from stages 1 –3 can be integrated into future cultural heritage management and landuse planning.  This will involve a review of legislative structures, mechanisms and processes formalising Aboriginal heritage co-management.

As a result of the Study, twelve Places of Aboriginal Heritage Significance have been identified and included for listing in the draft Eurobodalla Local Environmental Plan 2009.

Other Indigenous Heritage Projects

An important additional project fostered by the Aboriginal Heritage Committee during the reporting period was the installation of interpretive signage in the Eurobodalla Regional Botanic Gardens to highlight the Aboriginal significance of the plants of the Yuin Nation. Another project was the implementation of the Wagonga Inlet Estuary Management Plan interpretive signage for both Aboriginal and non-aboriginal heritage points of interest. Eight days of Aboriginal Heritage cultural training were also delivered during the reporting period to 54 participants, mostly members of Landcare groups.

The publication Aboriginal Men & Women’s Heritage: Eurobodalla was completed in March 2008 depicting the stories of nineteen people of the region. The unique project was developed by incorporating stories focused around traditional caring for country practices, including plant and natural resource usage, documenting many aspects of social, cultural and spiritual life of Aboriginal people.

Other general heritage projects

Council has also partnered with South East Arts Region (SEAR), the NSW Community Relations Commission and the Queanbeyan Multilingual Centre to develop the Wellsprings of the Far South Coast -Heritage Books project. In the project, students are encouraged to talk to their relatives about their family history and to share these discoveries with their classmates. As part of the project, Eurobodalla Shire Council will consult with participants and their families about their ancestral heritage. The project will be extended to Moruya and Batemans Bay schools and the TAFE Multilingual Group.

The Heritage Conservation and Management Program continues to implement the findings of the 1997 Shire-wide heritage study through a Heritage Advisory Committee and a Heritage Adviser as well as undertaking further research including completion of the Dairy Industry Study. This study has identified further dairy industry based items for conservation.
