Heritage places listed on the local environmental plan
In the 2004 Regional State of the Environment Report, 261 places were identified as being listed in the Bega Valley Shire Local Environmental Plan (LEP) either as heritage items (Schedule 5) or as interim heritage items (Schedule 6). There are still 81 places listed as heritage items in Schedule 5 of the Bega Valley Shire 2002 Local Environmental Plan. As at 30 June 2008 there were also 180 interim heritage places listed in the LEP under Schedule 6. In total there has not though been any increase in those heritage places (either listed or interim) contained within the Bega Valley Shire LEP 2002 since the 2004 Report.
As was the case in the 2004 report a number of heritage items are contained on more than one register.
Listings in the LEP provide inherent protection as well as potential access to incentives. The interim listing of 170 heritage items in the LEP does also afford some additional protection through clause 59 of BVSC LEP 2002.
Council is in the process of preparing a Comprehensive Local Environmental Plan for the Shire. This Plan will have only one heritage schedule in accordance with the State Government requirements. The items contained in the schedule have been reviewed and whilst some items have been removed the overall number of items proposed to be included on the schedule has been increased.
Indigenous heritage
There are no listed Aboriginal Cultural Heritage sites in the Bega Valley Council area.
Current condition of known heritage places
No information is available on the condition of heritage sites during the reporting period and little information on condition prior to the reporting period either. The condition of many sites has not been updated since they were listed on the Register of the National Estate.
Resources for heritage identification and management
Funds expended by Council, including grants, on heritage programs is running at between $30,000.00 and $35,000 annually.
An MOU negotiated by Council with Eden, Bega, and Merrimans Local Aboriginal Lands Councils in 2001 has been reaffirmed in 2008. Council has also embarked on a study of Aboriginal heritage during this reporting period with funding from the State. This study will help inform the LEP process as well as Aboriginal heritage issues in the Shire generally. Funding for this project was $12,300.00 in 2007/08.
During 2005-2006 Council gave assistance for a Heritage Council tour of Aboriginal sites in the Shire.
